Saudi Arabia · ZATCA Phase 2
ZATCA e-invoicing, connected directly to FATOORA
Dopave signs, stamps and sends every tax invoice to ZATCA itself — no middleman, no separate e-invoicing app — and keeps it connected to your quotations, stock, accounts and payroll.
ZATCA Phase 2 (the "integration phase") requires VAT-registered businesses in Saudi Arabia to issue tax invoices from a compliant system that is connected to ZATCA's FATOORA platform. Each invoice is generated in UBL 2.1 XML, carries a cryptographic stamp and a QR code, and is either cleared by ZATCA before it reaches the buyer (standard B2B invoices) or reported to ZATCA within 24 hours (simplified B2C invoices). Dopave is a cloud ERP that does this directly: it onboards your invoicing unit with ZATCA using the OTP from your FATOORA portal, then stamps each invoice and sends it to ZATCA for clearance or reporting.
What Dopave does for ZATCA Phase 2
Direct connection to FATOORA
Dopave talks to ZATCA's API itself. There is no third-party e-invoicing provider in between, and no extra subscription for one.
Onboarding with your OTP
Dopave generates the private key and signing request, requests the compliance certificate (CSID) with your OTP, passes ZATCA's compliance checks with sample invoices, credit notes and debit notes, then requests the production CSID.
Stamp, QR and hash chain on every invoice
Every invoice is signed with your certificate, carries the full Phase 2 QR code, and is linked to the previous invoice's hash so the chain cannot be broken or reordered.
Clearance and reporting, handled
Send an invoice to ZATCA in one click: standard (B2B) invoices go for clearance, simplified (B2C) invoices for reporting. Dopave lists the simplified invoices not yet reported and alerts you before the 24-hour limit.
Errors you can act on
When ZATCA rejects an invoice, Dopave keeps ZATCA's own rule code and message and explains it in Arabic or English, so your accountant knows what to fix.
Part of the whole system
The invoice comes from the same quotation, sales order, delivery and stock movement — and posts to the same books — so the VAT return matches what you actually sold.

Questions about ZATCA e-invoicing
What is the difference between Phase 1 and Phase 2?
Phase 1 (from 4 December 2021) required invoices to be generated electronically with a basic QR code. Phase 2 (in waves from 1 January 2023) requires the system to be connected to ZATCA: invoices are stamped, cleared or reported, and the QR code carries the cryptographic stamp.
What is the difference between clearance and reporting?
Standard tax invoices (to businesses) must be cleared by ZATCA before you share them with the buyer. Simplified tax invoices (to consumers) are shared at once and reported to ZATCA within 24 hours.
Do I need a separate e-invoicing provider with Dopave?
No. Dopave connects to FATOORA directly with your company's own certificate. You only need access to your FATOORA portal to generate the OTP.
Does it work in Arabic?
Yes. The whole system, the invoices and ZATCA's error messages are available in Arabic and English, and the printed invoice shows both.
What does it cost?
ZATCA e-invoicing is part of Dopave's accounting, not a separate fee per invoice. See the pricing page for plans in Saudi riyals; you can start free.
